Honest note: a small, quiet, fully gated community with reliable access control may genuinely not need staffed hours. We will say so during the assessment rather than sell you a post you do not need.
SIGNS YOUR COMMUNITY NEEDS A GUARD PROGRAM
Most boards call us after the third or fourth incident, not the first. These are the patterns that show up in the minutes before that call.
Package and catalytic-converter thefts have moved from occasional to weekly, and the reports all cluster in the same two parking areas.
The vehicle gate is propped, tailgated, or broken often enough that residents have stopped reporting it.

CALIFORNIA HOA SECURITY: WHAT BOARDS ARE ACTUALLY SIGNING UP FOR
Private security in California is a licensed trade, and the rules are specific enough that a board can verify them in an afternoon. Ask any bidder for these four things in writing before you vote.
The company license
Guard companies operate as Private Patrol Operators licensed by the Bureau of Security and Investigative Services under Business and Professions Code section 7582. The number belongs on the proposal, the invoice, and the officer’s vehicle. Ours is PPB #6389, and you can look it up on the Bureau’s public license search before you sign anything.
The officer credentials
Every unarmed officer carries a Bureau-issued guard registration, commonly called a guard card, which requires Power to Arrest training before the first shift and additional mandated training hours inside the first six months. An officer who carries a firearm needs a separate exposed firearm permit and requalifies on a fixed schedule. Ask to see both, per officer, not per company.
What an officer can and cannot do on association property
Officers observe, deter, document, and report. They can ask a non-resident to leave, and posted private property supports a trespass complaint under Penal Code section 602. They are not police, they do not adjudicate disputes between owners, and they do not levy fines. Rule enforcement belongs to the board; our job is to give you the timestamped record the board needs to act.
Where the association’s own duties start
California common interest developments run under the Davis-Stirling Common Interest Development Act. The board’s duty of care over common areas does not transfer to a vendor, which is exactly why documentation matters: a written patrol log is what turns a decision into a defensible one. Towing from private property carries its own signage and notice requirements under Vehicle Code section 22658, so agree on the towing policy before the first shift rather than during the first tow.
